Sun, Sand, Surf and Security - Pelco Keeps an Eye on Brazilian Hot Spot

The Avenue
Part of that ongoing development is centered around Boa Viagem Avenue, which
parallels the beach – of the same name – and the Atlantic ocean. Boa Viagem
beach is the most important and frequented beach in all Recife, where tourists
from around the world congregate to enjoy the sun, sand and surf. Any densely
populated tourist destination brings with it problems of traffic and public
safety.
The Project
Grupo Nordeste and its technology company, Nordeste Segurança Eletrônica, in
conjunction with the Government of Pernambuco, Crockett International and
Pelco, developed a project for video monitoring this picturesque postcard
avenue.
Designed to provide police organizations with visual access to the 12-kilometer
avenue alongside the beach at Boa Viagem, the installation includes 12 Spectra
III SE Color 23x Heavy Duty Domes mounted on posts using Pelco PP350 Parapet
Wall Mounts. The Domes are connected to IFS fi ber optic transmitters, allowing
the transmission of the video signal over much greater distances than would be
possible with cable.
Generated images are received by the Security Unit in the Boa Viagem District
through a data signal distributor – the Pelco CM9760–CDU-T. Video can then be
reviewed on Pelco 14-inch and 21-inch monitors. The Boa Viagem Unit also uses
the Pelco CM9760-SAT Matrix Switcher – a satellite video commutation matrix
device – and its respective KBD300A command keyboard, which provides a
distributed switching capability. All the images are recorded on Pelco DX7000
Series digital video recorders.
Video images of Boa Viagrem are also transmitted to the Integrated Center for
Social Defense Operation (CIODS) Control Center. They arrive at a CM9740L 32x16
Matrix, and are viewed on four, 21-inch monitors at the monitoring center.
Additionally, images are reviewed on three, 14-inch monitors installed in the
rooms of the Secretary, the Executive Secretary and the Vehicles Dispatch
Supervisor.
The Reaction
"Since the initial planning of the CIODS (in 1999), we realized the importance
of utilizing video camera monitoring to help in fighting crime," explains
Alexandre Perez, General Manager CIODS, Social Defense Agency. "This project is
only in its initial stage, but we intend to distribute cameras in diverse
places, thus keeping a close watch over public safety in the area. Indeed, we
believe that this is a superb tool for efficient police action, assuring safety
for both citizens and tourists."
The role of the CIODS is to quickly assist citizens in distress and record all
emergency calls, including cases of assault, accident, fire, and other events.
The Call Center then dispatches police and fire vehicles as appropriate to the
scene. The Future The entire communication infrastructure of optical links uses
optical fibers, either mounted overhead or underground. Expansion of this
project to increase the scope of video monitoring is currently in the planning
stages and is to be implemented this year.
